เรื่อง  นโยบายไม่รับของขวัญ (No Gift Policy)

                    ตามพระราชบัญญัติประกอบรัฐธรรมนูญว่าด้วยการป้องกันและปราบปรามการทุจริต พ.ศ. ๒๕๖๑ มาตรา ๑๒๘ บัญญัติว่า ห้ามมิให้เจ้าพนักงานของรัฐผู้ใดรับทรัพย์สินหรือประโยชน์อื่นใดอันอาจ คํานวณเป็นเงินได้จากผู้ใด นอกเหนือจากทรัพย์สินหรือประโยชน์อันควรได้ตามกฎหมาย กฎ หรือข้อบังคับที่ออก โดยอาศัยอำนาจตามบทบัญญัติแห่งกฎหมาย เว้นแต่การรับทรัพย์สินหรือประโยชน์อื่นใดโดยธรรมจรรยา ตามหลักเกณฑ์และจำนวนที่คณะกรรมการ ป.ป.ช. กำหนด และมติคณะรัฐมนตรีเมื่อวันที่ 4ธันวาคม ๒๕๖๓ เรื่อง แผนการปฏิรูปประเทศ ด้านการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบ (ฉบับปรับปรุง) กำหนดการขับเคลื่อนการดำเนินการตามกิจกรรมปฏิรูปที่สำคัญ (Big Rock) กิจกรรมปฏิรูปที่ ๔ การพัฒนาระบบ ราชการไทยให้โปร่งใส ไร้ผลประโยชน์ เป้าหมายข้อ ๑.๑ ให้หน่วยงานของรัฐทุกหน่วยประกาศตนเป็นหน่วยงาน ที่เจ้าหน้าที่ของรัฐทุกคนไม่รับของขวัญและของกำนัลทุกชนิดจากการปฏิบัติหน้าที่ (No Gift Policy)

                    องค์การบริหารส่วนตำบลโคกหินแฮ่  จึงได้ประกาศนโยบายไม่รับของขวัญจากการปฏิบัติหน้าที่ (No Gift Policy) เพื่อเสริมสร้างค่านิยมและวัฒนธรรม ให้เจ้าหน้าที่ปฏิบัติงานด้วยความโปร่งใส ป้องกันการทุจริต และประพฤติมิชอบ โดยให้ คณะผู้บริหาร พนักงานส่วนตำบล พนักงานจ้าง และเจ้าหน้าที่ทุกคนในสังกัด ปฏิบัติตามแนวทาง ดังนี้

                    1. ไม่รับของขวัญและของกำนัลทุกชนิดจากการปฏิบัติหน้าที่ (No Gift Policy)  ทั้ง ก่อน/ขณะ/หลังปฏิบัติหน้าที่ ที่จะส่งผลให้เกิดการทุจริตและประพฤติมิชอบ

                    2. ไม่กระทำการหรืองดเว้นการกระทำใด เพื่อให้ได้มาซึ่งของขวัญและของกำนัล                             

                   3. กรณีจำเป็นไม่อาจหลีกเลี่ยงได้ ต้องเป็นการรับโดยธรรมจรรยา หรือตามปกติประเพณีนิยม หรือเพื่อรักษาไมตรี มิตรภาพ ความสัมพันธ์อันดีระหว่างบุคคล ให้ถือปฏิบัติตามระเบียบสำนักนายกรัฐมนตรีว่าด้วยการให้หรือการรับของขวัญ ของเจ้าหน้าที่ของรัฐ พ.ศ. 2544 ประกอบประกาศคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ เรื่อง หลักเกณฑ์การรับทรัพย์สินหรือประโยชน์อื่นใดโดยธรรมจรรยาของเจ้าพนักงานของรัฐ พ.ศ. 2563                                       

                    จึงประกาศมาเพื่อทราบโดยทั่วกัน และให้คณะผู้บริหาร พนักงานส่วนตำบล พนักงานจ้าง และเจ้าหน้าที่ทุกคนในสังกัด ถือปฏิบัติตามนโยบายอย่างเคร่งครัดต่อไป

Goal 1.1: Have all government agencies declare themselves as agencies. that all government officials do not accept gifts and presents of any kind in the performance of their duties (No Gift Policy)

                    Khok Hin Hae Subdistrict Administrative Organization Therefore has announced a policy of not accepting gifts from performing duties (No Gift Policy) in order to strengthen values and culture. Allow officials to perform their duties with transparency. Prevent corruption and misconduct by the management team, sub-district employees, hired employees, and all officials under their supervision Follow the guidelines as follows:

                    1. Do not accept gifts and all kinds of gifts from performing duties (No Gift Policy) before/while/after performing duties. That will result in corruption and misconduct.

                    2. Do not act or refrain from doing anything. To obtain gifts and presents.

                    3.In case of necessity, it cannot be avoided. It must be accepted with ethics. or as usual or to maintain goodwill, friendship, and good relations between individuals Follow the regulations of the Office of the Prime Minister regarding giving or receiving gifts. of government officials, B.E. 2001, together with the announcement of the National Anti-Corruption Commission on the criteria for receiving property or other benefits according to the ethics of government officials, B.E. 2020

                    Therefore, this announcement has been made for everyone's knowledge. and to the executive team Sub-district employees, hired employees, and all officials under their supervision Continue to strictly follow the policy.
